Draft Integrated Development Plan 2012-2016

Notice is hereby given in terms of Chapter 4 of the Local Government: Municipal Planning and Performance Management Regulations, 2001 (Regulation No. R. 796) Section 15 (3), that the final draft Integrated Development Plan for Mangaung Metro Municipality has been completed, tabled in Council on 29 March 2012 and is available for comment in:

  • Bloemfontein: Room 213 B Bram Fischer Building, corner of Nelson Mandela Drive and Markgraaff and; Hostel No 1, Municipal Offices at Batho Location; Main Library, Bainsvlei Library (Langenhoven Park), BP Leinaeng Library (Phahemeng), Fichardt Park Library (Fichardt Park), Mangaung Library (Rockland), Trevor Barlow Library (Heidedal);
  • Botshabelo: H Hall, Library, Main Municipal Building, Satellite Municipal Offices in Section A, C, J, M, L and U;
  • Thaba Nchu: Magistrate Offices, Civic Centre in Selosesha, Mmabana Cultural Centre in town; for a period of 21 days starting on Thursday, 5 April 2012. Interested parties and local community are invited and urged to submit written comments regarding the draft Integrated Development Plan 2012/2016 on or before 11 May 2012.

MMM Oversight and Public Accounts Committee (OPAC) Report to Council for the Financial Year Ended 30 June 2011 - (4 April 2012)

At a Council meeting held on January 30, 2012, the Mangaung Metropolitan Municipality's Council resolved and mandated the Office of the Speaker and the City Manager to convene an Oversight and Public Accounts Committee (OPAC) to process the tabled annual report for the municipality and within the next 60 days as stipulated in section 129 of the Municipal Finance Management Act, 56 of 2003 advise Council accordingly in relation to the Annual Report for the financial year ended 30 June 2011.

REFUSE REMOVAL

The Mangaung Metro Municipality has been inundated by questions pertaining to issues around refuse removal in various areas of Bloemfontein, Thaba Nchu and Bothsabelo. It appears that residents are putting out rubbish on wrong days, causing the garbage to accumulate and making both residential and business areas dirty. This has unfortunately become the problem of the MMM as the custodian of public service and as the service provider to residents, to do damage control in these situations.

The biggest confusion we encounter as the City is refuse removal schedules before and after public holidays:

Given the fact that there are a number of Public Holidays coming up (i.e. Friday, 6 April 2011, Monday 9 April 2011, Friday 27 April and Monday 1 May 2011) it will be greatly appreciated if the public can be informed that there will no domestic waste collection service on these Public Holidays.

All residents are therefore kindly requested NOT TO PUT OUT THEIR DOMESTIC REFUSE ON THESE DAYS BUT TO HOLD IT OVER UNTIL THE NEXT SCHEDULED COLLECTION DAY FOR THEIR AREA (i.e. the next week). When they put out their domestic refuse the following week they will be allowed to put out double the amount of bags that they normally put out in order to compensate for a lost week (i.e. a house can then put out 10 refuse bags and a flat our townhouse can put out 4 refuse bags).

We have been issuing out notices on a regular basis of the processes to be followed during holidays. Residents are not complying with the Regulations pertaining to refuse. The following are a couple of important issues that need to be brought to the attention of the community:
  • a) All domestic refuse must be put into refuse bags. (This means putting out of plastic crates, cardboard boxes, broken furniture, pruned branches etc. is not allowed). The municipal staff are therefore only required to remove domestic refuse that is placed in a refuse bag and not all the other types of refuse left on the kerbside.
  • b) No hot ash, glass fragments or other items that may damage the plastic bag or cause injury to the employees of the Municipality whilst they carry out their duties may be placed in refuse bags.
  • c) No material, including any liquid, which by reason of the mass or other characteristics thereof, is likely to render such refuse bags to difficult for the employees of the Municipality to carry may be placed within the refuse bags.
  • d) The refuse bag which holds the domestic refuse shall be properly and tightly sealed and closed;
  • e) Any domestic refuse spilled for any reason other than the act of a Municipal employee, must be removed and cleared away by the occupier of the premises ; and
  • f) The plastic refuse bags may only on the day of removal, before 07:30, be placed outside the fence of the premises on the street boundary.
The community must take note that it is an offence to litter and if a person is found guilty of such an offence will be liable to pay a fine.
