CALL FOR PUBLIC COMMENTS
NEW PROPOSED SET OF POLICIES AND BY-LAWS
1) Notice is hereby given in accordance with the provisions of section 12(3) of the Local Government: Municipal Systems Act, 2000 (Act No 32 of 2000) that the Council of Mangaung Metropolitan Municipality intends to pass a new set of policies and by-laws regarding:
• PROPERTY RATES POLICY
• PROPERTY RATES BY-LAW
• OUTDOOR ADVERTISING BY-LAW
• STREET TRADING BY-LAW
• EXPANDED PUBLIC WORKS PROGRAMME (EPWP) POLICY
2) The proposed policies and by-laws are published for comments and copies thereof may be scrutinized at the following places:
a) Municipality’s website at www.mangaung.co.za.
b) Room 701 or 314, 3rd floor Bram Fischer Building, De Villiers Street, Bloemfontein.
c) Libraries / Offices: Bloemfontein City Library, Fichardtpark Library, Trevor Barlow Library, Mangaung Library, BP Leinaeng Library, Bainsvlei Library, Botshabelo Library, Thaba Nchu Regional Office
3) Public Hearings for members of the Community will be held as follows:
a) Bloemfontein: 26 February 2013 at 15:00 at Floreat Hall, 27 February 2013 at 15:00 at Rockland’s Hall
b) Botshabelo: 04 March 2013 at 15:00 at H Hall
c) Thaba Nchu: 05 March 2013 at 15:00 at Civic Centre
4) Members of the Community are invited to address their comments or representations to the Office of the Speaker in writing at Room 701, Bram Fischer Building, De Villiers Street, Bloemfontein or send by post to PO Box 3704, Bloemfontein 9300 or by email to marks.fongogq@mangaung.co.za or thabiso.ramolebo@mangaung.co.za to reach them on or before 15 March 2013. Any person, who cannot write, may come during office hours on or before 15 March 2013 to Room 701 or 313, Bram Fischer Building, De Villiers Street, Bloemfontein where assistance with the transcribing of comments or representations will be provided.

OFFICIAL LAUNCH OF CHARLOTTE MAXEKE STREET
 
 
 
The Deputy Executive Mayor, Clr Mxolisi Siyonzana officially unveiled the newly renamed Charlotte Maxeke Street on Saturday, 04 August 2012. The street was previously known as Maitland.
In attendance were National Executive Committee members of ANC Women’s League, President of South Africa, Honourable Jacob Zuma, Premier of the Free State, Honourable Ace Magashule and the newly elected Chairperson of Africa Union, Honourable Nkosazana Dlamini-Zuma.
METRO SPREAD GOODWILL FOR MANDELA
 
 
The Mangaung Municipal Metro spread goodwill in all the Mangaung areas. The Executive Mayor, Councillor Thabo Manyoni accompanied by members of his Mayoral Committee and the Senior Management Team painted the interior and cleaned the exterior of the pre-school at Bainsvlei. Shoes and clothes were also donated to the needy pre-school children of the same school.
 
 
Member of the Mayoral Committee for Housing, Councillor Xolo Pongolo handed over the completed house to the disabled elderly Mme Faniswa Xiyekile of site 2467 Section J in Botshabelo. The house has been constructed in order to accommodate her to move freely with a wheel chair. In Section D a pensioner Mme Eni Danyabe Tshantshani who was born in 1916 and has been staying in a mud structure which was destroyed by the storm received a birthday month present when she was handed keys for her completed house.
 
 
MMC for Transport, Security and Emergency, Councillor Moses Sekakanyo continued the MMM’s 67 Minutes for Mandela when he visited the Mangaung Primary school where he did his primary schooling by identifying needy scholars and donated shoes. The school principal thanked the Metro for such a humane gesture demonstrated by MMC Sekakanyo who does not forget his alma matter.
 
 
Waste Management Unit staff in conjunction with the Wellness Unit of MMM contributed money from their pockets and bought school uniform and shoes in order to provide the needy school children of the Tjhebelopele Primary School which is situated in Phase 6. Phase 6 is a poverty stricken area and this is further reflected by the child-headed homes that the area has. Most of the school children come from those homes. A good gesture by the Waste Management Unit addressed a need of the scholars.
 
 
The Deputy Executive Mayor, Clr Mxolisi Siyonzana celebrated 67 minutes for Madiba by donating blankets to the needy at Mangaung, Thaba Nchu and Botshabelo.
