The MANGAUNG Local Municipality has conducted a detailed alternative service delivery investigation (Section 78), in terms of the Municipal Systems Act, to determine the most efficient and effective manner in which to render electricity services to all communities within MANGAUNG.

During these investigations, the views of the community were obtained and considered prior to making a decision. On 31 October 2002, the municipality decided that a Municipal Business Entity (MBE) would be created to conduct the services and functions currently being performed by the Electricity department. The municipality will own 100% of shares in the MBE. The MBE will provide the services currently being provided by the Electricity department through a Service Delivery Agreement (SDA), which was signed between the municipality and the new company. The SDA will define all the operational issues between the municipality and the MBE.

Electricity in MANGAUNG is respectively supplied by Centlec and Eskom. Centlec supplies electricity to 154 605 households in MANGAUNG, Botshabelo and Thaba Nchu, while Eskom covers 11 500 households in Thaba Nchu. Centlec has 4 400 business and bulk users in MANGAUNG. The company also provides Free Basic Electricity. At present 50 units universal all of which are domestic users.
