Disposal of the Dead

The Municipal Health Services Division performs routine inspections and special inspections and monitoring to ensure that the disposal of the dead is performed in a proper and hygienic manner through:

  • The certification of all funeral undertakers; and
  • Controlling, restricting or prohibiting the businesses of undertakers,embalmers, mortuaries and other places or facilities for the storage of bodies.
The control of cemeteries is vested with the Parks and Cemeteries Sub-Directorate.

All funeral undertakers / parlours must be in the possession of a certificate of competence issued under the regulations relating to Funeral Undertakers (R 237 of 1985). Application can be made at the office of the Environmental Health Services Division.

The MANGAUNG by-laws relating to Municipal Cemeteries (GN 97 of 27/10/2002) regulate the burial of deceased persons.

Permission to exhume a body can only be obtained from the administrative office of the Department of Local Government and Housing (DPLG) situated in the Lebohang Building, St Andrew Street, Bloemfontein.

Further arrangements, after approval from the DPLG, should be made with the Cemeteries unit and the Municipal Health Services Division.
