SDBIP 2025/2026: Strategic Scorecard (Final Approved)
As the budget gives effect to the strategic priorities of the municipality, it is important to complement the budget and the IDP with a management and implementation plan. This SDBIP serves as the commitment by the Municipality, which includes the administration, council and community, whereby the intended objectives and projected achievements are expressed in order to ensure that desired outcomes over the long term are achieved and these are implemented by the administration over the next twelve months.
This Service Delivery and Budget Implementation Plan (SDBIP) considered various National and Provincial priorities, in particular the Medium Term Development Plan (MTDP), which indicates the three (3) strategic goals of national government, to improve the quality of life of communities.
Thus 2025/2026 SDBIP, in the main, seeks to address the following challenges facing the City:
- Prioritise institutional capacity towards improved service delivery and financial health of the city;
- Improving road maintenance of public roads, major economic roads and roads leading to social facilities through a comprehensive integrated transport plan;
- Prioritisation of spatial development projects including the development of integrated and sustainable human settlements in accordance with the catalytic land development programme;
- Provision for equitable and inclusive access to land, and ownership;
- Economic and rural development.
